.....Previously individuals were not allowed to trade the gold produced by panners in rural Ethiopia. The gold panners were forced to sell the gold only to the National Bank of Ethiopia (NBE). And due to the list prices NBE, the regulatory body of the financials sector, offers, most of the gold used to be smuggled out of the country.
